Allegations refuted
ITANAGAR, Mar 18: The District Agriculture Officer (DAO) of Tawang has refuted the allegations of violating of guidelines in selecting firms for supply of inputs and termed it as baseless.
Reacting to news items that appeared in this daily on March four and 16 wherein it was alleged by All Arunachal Agriculture/Horticulture Inputs Suppliers Registered Dealership Association that the District Agriculture Officer had violated Government guidelines and adopted “Pick & Choose' method to select firms for supply of inputs, the DAO in a release clarified that the firms were screened by the District Level Screening Committee constituted by the Deputy Commissioner, Tawang and nly those firms which had fulfilled all the criteria, terms and conditions as specified in the Government Notification were selected for the said purpose.
ROING: Responding to the news item published in this daily on March 16 last wherein the AAAHISRDA alleged that the DAOs and DHOs of various districts including DHO Roing are violating the Govt’s guidelines/notification in implementation of Agriculture/Horticulture Inputs of various schemes in the state, the DHO Roing clarified that the department has followed prescribed policy of the Govt.

ITANAGAR, Mar 18: Godak Yarin from Raga attended the five days “Small Holder Farmers Conference” held in New Delhi from March 10– 14 organized by Caritas India, Delhi.
Selected by Itanagar Diocesan Empowerment Association (IDEA), she was the lone participants in the conference from North East.
The conference was held to promote farmers to practice organic farming in entire Asia.

Centre releases SPA and TFC funds
Tuki calls for immediate release of fund under DoNER projects
NEW DELHI, Mar 18: The follow up for release of pending funds by the Government of India for various development projects to the State Government, being personally supervised by Chief Minister Nabam Tuki has yielded positive results. The Centre has released substantial funds under important allocations such as Special Plan Assistance (SPA) and other schemes related to TFC, health, education, social welfare, etc.
Tuki who is in New Delhi since March 11 with his team of senior government officials including the Chief Secretary and Secretary Planning has been holding several round of discussions with senior central government officials regarding the resolution of several issues before the closing of this financial year on March 31 next. More releases covering important sectors are expected before March end to facilitate timely completion of several ongoing projects.
The Chief Minister held important discussions with Secretary DoNER R Vijayakumar who had called on him to apprise about the status of the projects under the Ministry. Tuki expressed his concerns over inordinate delay in release of funds for ongoing projects funded by DoNER and requested the Secretary to take immediate measures to expedite the same. While reiterating the policy deficiencies in the Non Lapsable Pool of Resources (NLCPR) fund being administered by DoNER Tuki called for an overhaul of the provisions to ensure efficiency and diligence.
Senior officials from the Ministry of Civil Aviation, Ministry of Heavy Industries and Ministry of Finance also called on the Chief Minister to discuss several important matters relating to the state.
In another important development, a Steering Group to monitor the preparation of the Arunachal Vision 2030 document was formed by the Chief Minister here after consultations at various levels.
The Steering Group that includes Gen JJ Singh, Former Governor, Ex Members of the Planning Commission Saumitra Chaudhuri and B.K Chaturvedi is likely to meet for the first round of discussions on March 28 in the national capital. The Chief Minister hoped that with their experience and vast knowledge the Steering Group members will be able to give a new direction to the long term aspirations of the state.
The Chief Minister said that this Vision for Arunachal would not be isolated but prepared in participatory manner by including the views and suggestions of the people of the state.
“Any vision would be successful only when the people, right from the grassroots, contributes to its evolution. Therefore, we are going to make this a very participatory exercise,” he confirmed.
As part of the State Government’s thrust on expanding the renewable energy landscape of the state, the Chief Minister also finalized a 5 Mw Solar Plant in the state which will be commissioned within the next three months.
During this visit to New Delhi the Chief Minister also attended the prestigious India Today Conclave 2015 in which Arunachal Pradesh was showcased as a leading leisure destination of the country. He also participated in the 7th edition of the Delhi Dialogue on Indo ASEAN relations organized by the Ministry of External Affairs on March 11.

SES bans use of mobile phone, advocates wearing traditional dress in schools

NAFRA, Mar 18: In a bid to ward off the impact of modernity Sajolang Elite Society (SES) resolved to ban use of mobile phone by secondary level Sajolang students in schools. It also decided that if any student found with mobile phone during class hour he/she would be summoned by the society for necessary action. The society justified its move by stating that accessing of internet through smart phone has pernicious effect on underage students. The decision came after a mass meeting convened at under the chairmanship of Aju Khonjuju at Nafra in West Kameng recently.
SES also decided to make mandatory for Sajolang students to wear traditional dress in their respective schools on every Monday. However, it made it clear that the rule will be implemented only in Sajolang inhibited areas of both East and West Kameng districts. And the design of the traditional dress for students will be given by its women wings. To promote its traditional liquor (chang), SES also decided to ban foreign liquor during Chindang festival.
In a statement, SES president said that promoting of local liquor would attract more tourists in such festivals. Aju also stressed that production of local handicrafts and other traditional instruments should also be encouraged more, so that it generates income for the villagers in rural areas.
During the meeting representative from All Sajolang Students Union, PRI leaders and public leaders were also present.
Sajolang (Miji) is a small community with total population of ten thousand (approximately) according to 2011 census. It inhibited in small pockets of western East Kameng and eastern West Kameng district.
Govt to give special focus on education sector: Felix
PASIGHAT, Mar 18: Arunachal is going to get a fiscal stimulus package for the state under 14th Finance Commission and special focus will be given to education, said Parliamentary Secretary for (Edn & IPR) Bamang Felix while addressing a consultative meeting with the education officers today here at the Siang Guest House conference hall. The meeting was convened to know the first hand information of the functioning of education department of the district including teacher and student strengths, infrastructure development and maintenance etc.
While admitting that his department is facing multiple challenges, he expressed hope that with sustained efforts better results could be achieved. He suggested the ways and means to overcome problems and issues raised by the academicians.
Laying stress on good governance by all functionaries, he sought concerted efforts to create favorable and suitable atmosphere for learning environment. He gave instruction to DDSE and his associate officers to frame short, medium and long term planning for future so that every school could provide basic amenities like furniture, good classrooms.
Felix also called for implementing the policies and programs of the government by all the stakeholders of the department and also suggested them to come up to expectation of the public, student and department.
“The government has adopted zero tolerance for education sector. We are committed to rationalize the transfer and posting of all categories of teachers through single window transfer and posting system to equip with the sufficient numbers of teachers in every school and determined not to tolerate any lapses by any employee of the department in the state,” he reiterated.
Later, Felix accompanied by DDSE, SSA Coordinator, PD (RMSA) and Chief Councilor (PMC) visited fire ravaged Gandhi Secondary School, Pasighat and took stock of losses. He also made surprise visits to DEM Hr. School, IG Middle School (Banskota) and KGBV (Sawmill area) and interacted with the teachers and students to know ground reality.

need to deploy adequate forest guards in the block-
It was revealed during the awareness camps that limitless issuance of gun licences has been one of major causes of excessive hunting of wildlife. It can be minimized only when the state government holds back and limits the issue of gun licence to the public, said PVMSL in a release.
“Air Guns are mainly used for hunting purposes; hence availing of air gun from stores should also be banned,” it suggested.
Besides conducting awareness campaign on wildlife protection and conservation in every village, the concern authority in the district should appoint wildlife and forest monitoring committee in villages under CAMPA, it said.
The village GBs and Panchayat leaders and members should organize orientation workshop on Forest Acts and legal provisions on forest and wildlife. Textbook relating to wildlife and natural resources conservation and preservation should be made mandatory at school level syllabus, it said.
Saplings should be provided to the villagers, school students and other public for plantation in their respective place/ areas free of cost.
The camps were manly conducted on roadside between Seppa and Chayang Tajo for large participation by people. However, two camps were conducted at 18 Mile Camp and Pachi Camp on March 17 and 18 respectively.

Only two NGOs of India had been selected by the Karuna Trust's international NGO partner The Asian Health Institute (AHI), Japan & INAM, a Philippine based NGO for the workshop.
Policy makers, experts, research scholars of Japan, Thailand, Sri Lanka, Philippines, Nepal, India and Bangladesh participated in the program.
During the workshop Anup Sarmah had shared about the new initiatives of NRHM in Arunachal Pradesh and other states of India where the Govt. primary health centres are being managed under Public private Partnership program by the Trust. It created lot of enthusiasm among the International delegates to know how NGOs are involved in the strengthening of Govt. health centres in remote and difficult areas.
The audio visual interaction program created enthusiasm among the Province level & National level policy makers of Philippines and other experts of Asian countries.
As the Karuna Trust's state PPP partner, Dr Raja Dodum, presented the National Health policy of India including the recent initiatives & schemes of National Health Mission. He also highlighted how NGOs role is important for the strengthening of public health care system.

BJP for curbing election malpractices

of India through the Chief Electoral Officer of Arunachal Pradesh to issue necessary
directives to the Deputy Commissioner of East Kameng to constitute an inquiry committee

Highlighting some alleged malpractices like inducing voters to take bribe, threatening, invocation of divine intervention, forceful keeping of mortgage of property that are widely practiced before, during and after election in the Bameng Assembly constituency, the party in its representation requested to issue directives to all the elected Panchayat leaders and Gaon Burahs of East Kameng to prevent recurrence of forcing the people to take oath relating to election purpose in their respective jurisdiction.
“If elections are held under such suffocating atmosphere how can we expect a free and fair election and also healthy participation of the electors,” the party said, and appealed to the ECI to create an atmosphere where every citizen of the State can participate in election without any fear and elect their representative according to their conscience.

DC Tai Kaye who is also the Chairman of District Disaster Management highlighted on the various preparedness on Disaster Management of the district and informed that the area is located in vulnerable zone and the main challenging problem is the lack of proper tools and equipments of Disaster Management at district level during any disaster.
The visiting team had one to one interaction with the officers to know about their role in disaster Management plan of the district. They said that good disaster management program can only be made when there is collective effort and equal contributions from all sides. A better community based preparedness and management should be high priority in any disaster Management plan.
Earlier, Brig(Dr) B.K Khanna informed that the main objective of the Disaster Management Audit process is to evaluate and improve the Disaster Management preparedness program. DIPRO
At Itanagar, the meeting with Technical Team, National Disaster Management Authority was held at Office of Deputy Commissioner today.
The Deputy Commissioner, Capital Complex apprised the Technical Team about the problems faced during disaster within Capital Complex in the last one year. During the meeting a Proforma for Disaster Management Audit was given to all the members present and necessary instructions were given to all by the Technical Team.
The Technical Team also visited Hospitals, Schools, Markets, etc in the Capital Complex and adjoining areas during the course of audit.

Save our tribal dialects
Dear Editor,
Unfortunately lots of local dialects are on the verge of extinction. Due to globalization, the economically powerful languages have started dominating the local dialect. Even many parents believe that their dialects have no future and that their children will not acquire professional qualification if they teach them their tribal language. All the schools, especially the private schools discourage the use of local dialect. Children of present generation are even ashamed of speaking in their own dialect. Well, we should know that when a community losses their local dialect, they often lose part of their culture and tradition.
Keeping in mind the importance of local dialect, no stone should be left unturned to preserve and protect it from extinction. The concerned ministry, NGOs, societies and every individual should play their part in this endeavor. The young generation should be encouraged to speak in their dialect. “Loss of language is loss of culture; Loss of culture is loss of identity"

to Jote by concerned PWD department. It is observed that PWD department has only

And it would be further delayed as rainy season is also approaching and during monsoon season they will not be able to burn the bitumen. So, a little time of about two month is left for finishing the work. The said stretch of road is of state importance as it would connect various institutions like NIT, Arunachal Law College, EDI, tourism resorts etc. Also large numbers of public of this area use this road on daily basis.
Therefore, being a concern citizen and daily user of the road I urge respected minister to kindly look into the matter personally for early amicable solution and completion of work.

This is with reference to the news item published in your daily on 17th March under the headline extortion racket busted, wherein it was mentioned that few people have been arrested for extorting money from the government officials. It was mentioned in the news item that two of the alleged accused namely Charu Kani and Yura Rajesh hails from Kurung Kumey district.
We are surprised to hear this as truth is that both of them belong to Kra Daadi District which has separated from Kurung Kumey. Also it is matter of regret that the police official made such wrong publication without properly verifying the background of arrested persons. Such wrong publication defames the name of our district and gives wrong impression to the general public.

Unfortunate death
The mysterious death of IAS officer DK Ravi at Bangalore has once again brought to the fore, the need to protect honest government officials who takes up cudgel against the corruption. Before his untimely death, Ravi had taken up crusade against illegal builders. He became extremely popular as the deputy commissioner of Kolar district for his work in ridding encroachments and other "honest" works. Ravi’s death has angered the people of India as he joins many other honest officers who are constantly paying for their life for being an honest government servant.
Our system has gone so wrong that there seems to be no place for the honest person. Those officials who try to do their work with sincerity and truthfulness often become the victim of corrupt system. In such scenario, how can one expect government officials to be honest and sincere? While Karnataka government is maintaining that Ravi’s death is case of suicide, many including his family member suspect’s foul play. Today his parents staged a protest outside the State Secretariat building and demanded a CBI probe into the mysterious death of their son. Karnataka government should heed to their demands and handover the case to CBI. State CID may be easily influenced by local politicians and therefore such prove will not be transparent enough.
